Dear Mayor Burke:
On March 29, 2004 the Indiana State Police Commercial Vehicle Enforcement Division through the course of the commercial vehicle inspection at the I-70 inspection facility identified a vehicle and load that had several questionable factors, which initiated the inspectors to contact the Terre Haute Police Department and the Vigo County Drug Task Force. A canine unit was brought to the facility and subsequently obtained a “hit” inside the trailer, which contained a load of produce. Trp. Joe Swisher and MCI/DC Cindy Gray obtained permission from the Terre Haute Sam’s Club manager to unload the produce at their docking facility in order to inspect for contraband.
Upon arriving at Sam’s Club to inspect the load, the driver became extremely uncooperative and swallowed the key to the tractor in order to hinder the inspection of the load. After the driver was taken into custody and vehicle started, a truck driver for Wal-Mark volunteered to assist by backing the vehicle up to the dock so it could be off-loaded. As a result of the cooperation by the Wal-Mart manager and the trick driver, the Task Force was able to inspect the contents of the trailer to determine if there was any contraband on board. Although no contraband was found, the efforts of the Terre Haunt Police Department and the Vigo County Drug Task Force during this investigation perpetuate the tradition and service the public has come to expect. Your officers met each investigation obstacles and overcame them with their skilled decision-making and diligence in this matter.
